Yes, the website is still up and the XMLs are coming in, but:

According to http://boinc.isa.ru/dcsdg/forum_thread.php?id=69, back in 2014-03-20, it was already over a year without WUs.
Server Status is all up, but with zeroes across all WU category.
BOINC doesn't list it in Add Projects.
The admin Nickolay Khrapov's last post on their forums was 200 days ago.
