I am wondering if perhaps the wording is not quite accurate:

Suspend work if no mouse/keyboard activity in last	(0 = disabled)


Should it perhaps actually say:

Suspend work if mouse/keyboard activity in last	(0 = disabled)


The way this is worded is confusing (to me)

It seems like this:

Suspend work if no mouse/keyboard activity in last	(0 = disabled)


is saying:
Suspend work if their has been no mouse or keyboard activity in the last x minutes.
In other words, We will only suspend work if their has NOT been activity. Actually, we would want to suspend work if their HAS been activity.

Or am I not getting what it is actually saying?

I think that's it.

You are looking at the wrong preference. What you are looking for is:

'In use' means mouse/keyboard activity in last 1 minute

The preference you quoted is missing an addendum here at BAM! that it has on the projects' preference pages:

Suspend work if no mouse/keyboard activity in last
Needed to enter low-power mode on some computers
