Using BAM as the account manager. When I want to attach to a new project I go to the "Host List" page, select a host, and tick the "Attach" box for the project in question. Then I return to my Boinc Manager and click on "Synchronize with BOINCstats BAM!".

At this point, besides sending a scheduler request to the new project to attach and initialize, BAM will send a scheduler request to every single OTHER project that I am ALREADY attached to. This may include projects which are currrently offline in which case some very long delays can occur while waiting for these other scheduler requests to either complete or time out.

Is there a real need for BAM to issue all these scheduler requests and is there a way I can prevent this from happening?

This is done because not all of the settings are send directly by BAM! but via the projects. To force the update BAM! issues a project schedule request.

Currently there is no option to disable this.
