The problem is on their end and they are aware of it. The export files do not exist.

I tried to download the PrimeGrid .xml.gz file and extracted it. All I get is a binary XML file. What is the format of this file? And how are they generated?

It's a gzipped file. Extract it and you have a normal XML file.

In Windows you can extract it with Winrar, possibly Winzip. Create it on Linux with gzip.
