I generally use BOINCstats in a general way to view how my projects are doing. I attempted to set targets on my overview page, but they are not saved once I move from that page. Any suggestions why this is occurring? I don't use BOINCstats or BOINCBAM to control any of my projects.

AFAIK you have to be a registered user to save your personal targets, it's a cookie thing. Visit Boinc BAM! and register.

I am a registered user in BOINCstats, and attempted to modify the targets while logged on to this site. Are you saying that I must also be registered in BOINCBAM in order to use features on this site?

Your name is not linked to any stats. What browser are you using? Try to delete the cookies for boincstats.com and delete your temporary files...

I'm using IE9 and have no problem seeing my stats prior to clearing any cookies that I have accumulated or afterwards. I can link to them from my account area of any project that I'm associated with. I can also do a search from this site using my name and get the detailed stats.

It's not really a BOINCstats bug, the cause is IE's aggressive caching, even when it's unwanted. I added some code to prevent IE from caching the target-calculator results.

Since I have had numerious problems with other browsers (FF, Google, Opera, etc.), for various reasons mostly connected with work and my projects, am I correct in stating that I'm SOL when it comes to doing anything connected this site that would involve caching for any reason?

BTW, it would have been nice to have received some word that my posts had been moved to the Bug Report forum, at first I had thought the the posts had been deleted and would not have found it if I had not dcided to do some searching for them.

It should work now in IE. Most pages already take IE into account, if not, I forgot to add that. So no, you are not SOL with IE per se. However, IE is not a browser, it's a piece of g.. Sorry, IE already have cost me a few years of my life.
