Right now it shows Online with tasks available (green). However, if I suspend all my projects on one machine except for SLinCA, and force a project update, I get nothing:

4/19/2015 8:13:19 AM | SLinCA@Home | [work_fetch] set_request() for CPU: ninst 8 nused_total 0.00 nidle_now 8.00 fetch share 1.00 req_inst 8.00 req_secs 6981120.00
4/19/2015 8:13:19 AM | SLinCA@Home | [work_fetch] set_request() for NVIDIA GPU: ninst 1 nused_total 0.00 nidle_now 1.00 fetch share 1.00 req_inst 1.00 req_secs 872640.00
4/19/2015 8:13:19 AM | SLinCA@Home | [work_fetch] request: CPU (6981120.00 sec, 8.00 inst) NVIDIA GPU (872640.00 sec, 1.00 inst)
4/19/2015 8:13:19 AM | SLinCA@Home | Sending scheduler request: Requested by user.
4/19/2015 8:13:19 AM | SLinCA@Home | Requesting new tasks for CPU and NVIDIA GPU
4/19/2015 8:13:24 AM | SLinCA@Home | Scheduler request completed: got 0 new tasks
4/19/2015 8:13:24 AM | SLinCA@Home | (Project has no jobs available)
4/19/2015 8:13:24 AM | | [work_fetch] Request work fetch: Prefs update
4/19/2015 8:13:24 AM | | [work_fetch] Request work fetch: RPC complete
4/19/2015 8:13:31 AM | | [work_fetch] Request work fetch: Backoff ended for SLinCA@Home

And the project stats confirm this, showing no activity in the last 60 days.

I think I have seen this before in the Status Schedulers where it was telling me that the project was up with tasks available, yet coercing BOINC Manager to ask for tasks after suspending everything else ended up with nothing.

The check if a project is online or not is rather simple: try to HTML fetch the scheduler url. Which works for SLinCA@Home: http://dg.imp.kiev.ua/slinca_cgi/cgi

The problem is not that. The problem is the fact that it also has the green dot, indicating plenty of work available. In reality, nothing is available.

Then check this: http://dg.imp.kiev.ua/slinca/server_status.php. If that indicates enough work then how is my script going to know it's not true?

Ach sooo... Something like: You look at the "[tasks|results] ready to send" to determine green or red, if green then compare it to "With recent credit" (if it exists) to determine green or orange (leave it at green if it doesn't exist); am I close?

Interesting that BOINC protocol doesn't have something of a ping (or does it?), like you send an acct_mgr_ping_request.xml with the data you are interested, anything from the official project name, number of users, etc. (essentially data currently spread across many project site pages, edited/skinned heavily by some project owners with very active imaginations and questionable artistic sense ), and get an acct_mgr_ping_response.xml with the data. Would have saved account managers huge headache...

I wish I spoke Ukranian to complain directly at them, then...
